The word that is a storm
Enlil of Nippur is the Sumerian executive of the gods, lord wind, the one whose word makes a decision stick. Kingship was said to descend from his temple. He is also the god who, in the flood stories, is tired of human noise and wants them ended. The other gods do not all agree. A chief who can authorize a city and a catastrophe is the uncomfortable center of the pantheon. Later, Marduk of Babylon takes much of this political rank. Enlil is the older seat.
